As I will continue to stress, the most important characteristic to being a successful web publisher is to have content, specifically lots of quality unique content. However once you have that then you can start to employ all the different strategies of web promotion, web publication, link building, etc. So assuming that you have content then next step is to let people know about the information that exists on your website, and one of the most effective ways to do this is to syndicate your articles in Article Directories. This allows for people to use your articles on their websites (because they are looking for content) and gets the word out about your website. That said, here is a list of Article Directories that I have submitted articles to over the time that I have been a web publisher. This should improve not only your traffic but also your PageRank as it is building incoming links. So whenever someone syndicates your articles it will count towards your incoming links which is a part of the Google PageRank Algorithm.
